So from the information that was given to us at the preview event as well as published by just about everyone who was there, the new sim will be using an updated version of Simconnect that retains the existing capabilities while adding more. FSUIPC is essentially just an interface into the capabilities of what Simconnect is capable of (as is SPAD.neXt) so in THEORY as long as developers who utilize Simconnect to access the sim for data / inputs they would still be able to, but would need to recompile their own programs to bring them in line as to what the new protocol requires.
As far as addons goes, again the point that was stressed by the developers during the preview event was that the ability of legacy content to function with the new sim was dependent on several factors. Key among them was there was a setting in the sim that had to be switched manually which turned OFF a lot of the new sim elements (eg physics improvements) to allow the old aircraft to work. The other key point was that the addon you are trying to put in MUST work with FSX. So the extrapolation from that is if you have an addon that is lets say a 64 bit only airliner that only works with a non-Microsoft simulator *cough* PMDG *cough* Aerosoft *cough* then it would NOT function with the new sim.
That appears to be where we are at at this point in time.

I hear Asobo Studio in Bordeaux, France is a primary contractor for FSXX (Microsoft Flight Simulator 2020). Travis clued me in that this info was verbally presented in one of the vlogs presented by an attendee at the Microsoft September presentation in Renton, Washington. I share this info here because it does not seem to be widely publicized.
